woo my first tutorial evah!
How to go from
to 
I used PS CS to do this, but it can easily be translated into PSP :)
1. Choose a pic. Crop it to 100x100. Sharpen if needed. (I chose this, and I can't remember where I found it. Help?)
2. Duplicate your base, set to screen 100%, duplicate again and set to soft light 100%.
We now have this:

3. Create a new layer and fill it with a gradient. I used this
4. Set that layer to Overlay 100%
This is the result so far:

5. Create a new layer and choose another gradient. Mine was
6. Set to Hard Light 100%
This is what we got now:

7. Go to the base layer and duplicate it. Set it to soft light 100% and drag it to the top of the other layers.
You should get this:

8. Create a new layer and fill it with dark blue (I used #000349) and set that layer to Exclusion 100%
Whee!

9. Create yet another new layer *sigh* and add this light texture
put it above the Exlusion layer and set it to Soft Light 100%
Now we have this:

10. Once again, create a new layer and add this base
11. Set to Overlay 100%
12. Drag that layer and put it under the Exclusion layer (remember the dark blue filled one? Yep, that's it.)
You should get this:

13. Create a new layer right above the previous one (the one with the pink base from step #10) and add a few brushes of your choice. The color I used for the brush is #E5B2B9 and I used this mix of brushes:
. Blend mode set to Normal 100%
So far we have this:

14. Now you can stop here if you like. But you can also add a nice and simple border to the icon. To do so, create a new layer on the top of all of the others. Add a border brush, color #FFFFFF (aka white). I used this
And this is the final result:

By the end your layer palette should look like this:

Note: you can add a text if you want. I'd recommend doing it in white and putting it under the Exclusion layer for better effect :)
