Blending Options in PS Elements 3.0?

Could anyone point out where I can play around with Blending Options in PS Elements 3.0? I know where they are in PS7, from different tutorials (like this one by wastedfairy). It's just frustrating not being able to find things like Stroke on my program. Any help and you'll get my undying gratitude!
