Cropping Question

Okay, this may be really dumb, but I'm just curious. I've read in lots of icon tuts that you crop first, then resize to 100x100 for icons. I use Photoshop CS, and I just set the cropping tool to 100x100. Is there a difference in the outcome, or is this just not avaliable with other programs?
