Problems..ugh!

I'm having a huge problem installing brushes. I'm using PSP 8 and I go to the import thing and I always get an error like the brush is a "newer format" or it's already been "installed" (which it hasn't). I can't figure it out.

Also I was wondering what PS is like? I've been thinking about trying it but I'm not totally sure yet.
