Icon Question

Hi, I was wondering how to make the blurrish type frames in this animated icon between the two normal frames.

I found this when searching for tutorials and then went back to find who it belonged to, but couldn't find the owner.

I use Gimp and PSP 8. Any help would fabulous. Thnakies mucho.
