color effects

hey everyone. i am new here, and i was looking through the memories, but i can't seem to find this kind of tutorial.
how can i get the coloring effect on these two icons made by iiicon

they were made from dark screen caps, and everytime i try to make an icon from a screen cap, it turns out dull..




 





i have PS CS and if its about a special texture can you please direct me towards who made the texture
