This is a very simple tutorial using Photoshop 7. It's my first tutorial and I'm fairly new to Photoshop so it's nothing special...
Go from this:
to this: 
So I started with an image of Alexis Bledel from visionsofalexis.com (which I can't currently access so I can't post the original picture...it doesn't matter much)
Step1:
Crop it to 100x100
Step 2:
Duplicate the layer.
Step 3
Go to image>adjustments>levels and set the middle box to 1.50
Step 4:
Set the layer blending mode to "overlay" at 100% and merge the two layers
Step 5:
Create a new layer
Step 6:
Set whatever color you want for the eyes (or whatever it is you want to color) in the color palette thingie. I'm using a light blue for her eyes. Select the brush tool and brush over whatever you want to color.
Creepy.
Step 7:
Set the layer blending mode to "color" at 100% and merge the layers
