Pattern and Background Question

Hi!  I have a question on how to do a certain effect on an icon.

Can anyone tell me how to make that kind of background?  Or give me a site with a list of resources on how to make backgrounds like that?  Also, the red, flowery pattern part, could someone clue me in how how to put that on an icon as well?  Or patterns like that in general?

Also, on this one, could someone tell me how to get a pattern like that (like how to make it), and how to make it go over the image like that?  If anyone can help, it'd be greatly appreciated.  Thanks!
