Can't See Animations

This is has nothing to do with making icons, but it is icon related, plus i didn't know where else to go ask. On my laptop i can't see animated icons when looking at them on the internet. So if Person A makes an icon, and for example has it for their user pic, i can't see it animated. I can see the first frame but it doesn't animate. I have tried clearing my internet cache but this doesn't help. I am thinking this is computer related though, but i can see animated icons on my desktop computer. So i don't know what the problem is, any help would be greatly appreciated. I mainly use Mozilla Firefox, but i also have Internet Explorer, and its the same with IE. How can i fix this? Because it is really annoying.
