okay, i know im going to sound insanely stupid, but i need help...

Okay, im using Jasc Photoshop Studio, its kind of like psp9 i think...

ive made icons before.. but with older programs. and i could only make kinds that look like

i know it makes no sense but whatever..

1)  heres the base i wanna use..

 i want to use this as a brush, but i cant seem to find out how to get it? i saved it, but once i get on psp i cant find out how to get it on the picture. also, i only want it in the lower left corner.. in green. but i dont know how.. help?

 and say after that i wanted to use this or something, how do i get it softer and not so harsh on the picture? how do i even get it on?!

another question.. 2) i know this is COMPLETELY dumb, but how do u get the background color behind coffee.. im pretty sure i know, i just decided to ask just in case while im already asking questions.

a simple tutorial on this would be AMAZING
