Borders in PSP 8...

I'm not even sure if this can be done in PSP, but I've been trying to figure it out for the longest time through different tutorials on borders. I want to make borders inside of the picture. Like the borders are there, and then the picture keeps going outward just like lines drawn over it. Here are two examples:
