Tutorial: Layers, grid use and effects (revised)

All right then. Hi 'gain, it's me, poisontei with this tutorial, again. I've got it all revised, so after the muck-ups of last time, hopefully everything will go okay. ): I'd list the last muckups but you probably don't wanna know... :) So, here we are, a day later, it turns out some people can't see most of my images (no wonder, I've exceeded my bandwith... no doubt thanks to me refreshmonkeying the server to see if the layout was right... One gigabyte in a few hours. WTF. Then a contradiction on the explanation page saying it's 0.25GB... ), so let's try this again, eh?
Today, we'll be making this icon:

(or this one, the same with a few extra tweaks), which is made with extensive layer usage, and use of the layer effects. The program used is Paint Shop Pro 7, and makes extensive use of layers and their effect pallets. Hopefully it should translate okay into Photoshop and and earlier/later versions of PSP...

This is my first tutorial, BTW, so you'll have to excuse my long-winded explanations. (: Ready?
