raining effect not quite right

hey everybody

In my attempt to make an icon similar to this one:

i made this one:


and i like it okay, but i'm wondering...how would i get it so that it looks like a steady stream of rain, rather than the flashing that i'm getting in my icon?


any help is much appreciated. =D
