I saw a few icons like the one posted beneath this question and thought I would ask. What effects would a person use to make star brushes more glowy/sparkly?

I accidentally hit my slice tool a few days ago and ever since, the slice tool's selection method has outlined the icon. I have restarted the program, the computer, exited out of icons/layouts I was making, etc. I have clicked the slice tool and tried to find something in Adobe Help, but nothing talks about removed the slice tool's selection method. (For those confused: The outlines of all of my icons are in blue with a number in the upper, lefthand corner.) Please, help me get rid of it! It's driving me bigby!
