This is my first tutorial, so bare with me please ^_^;
I'll show you in this tutorial how to go from this:
to this: 
in PSP 9 :)
Start with the base, in this case, Sailor Moon
Then, alter the colors using the following gradients:
Overlay opacity 70
Hard Light Opacity 32
Dodge opacity 20
Hue (L) opacity 60
Color opacity 30
Soft Light opacity 20
Use then, add a boarder, and text, and anything else you may want to, I added this boarder
and this text brush
(I honestly can't remember where I got either)
and then added a small light effect
And a heart in the left hand corner, although that was a last minute addition :)
And there you go! The finished product looks like this:
