Can anyone help?

How exactly do you use textures or brushes? What are the differences between textures and brushes and when should use each? I don't think I'm using them right, I just past them onto the base picture and adjust the opacity. But that doesn't give you full view of the base or texture. I'm confused. Help anyone?
