i know a lot of people ask for this.
01. take a picture and make it 100x100
ex:

02.duplicate the layer and overlay it.
ex:

03.take a dark blue (#0B1D45) and then copy <b>that layer</b> and click undo.

04.repaste the dark blue as a <b>new layer</b> and set it to exclusion, merge all layers.
ex:

05. go to Adjust-> Brightness and Contrast -> Automatic Contrast Enhancment

06. set it to
or set it to darker or lighter (depending on your image quality)

07. Then, go to Adjust-> Hue and Saturation -> Automatic Saturation Enhancment

08. set it to.
or set it to strong , weak etc.. (depending on your image quality)

09. go to Adjust-> Brightness and Contrast -> Curves

10. set it to RPG and around 10-30

01.Set the text to Palatino Linotype size 4. KERNING 1000 , make sure its on FLOATING

02.then type in what you want it to say.
03.one you finish your text, copy it and undo. then paste as a new layer.
04.place the text where you want it to be.
