Eye Glowing Effect

I'd like to know how to get the effect of the eyes in the icon, I've tried doing the effect myself somehow but as of late, no luck. I don't remember who made the icon, so if you know, please inform me to give proper credit. This was an icon I saved long ago and I forgot to save the username of the creator with it. I use Paint Shop Pro and Animation Shop 3.
