Question: smoothing out skin in PSP

I've seen many tutorials that tell you to smooth out the skin of the person on your icon after you've sharpened the image using the blur tool. I agree that this always looks nicer, but all tutorials I've seen are for PS and I use PSP9. I've searched the program's help index and the memories here, but I can't find anything that would get a similar effect.

Does anyone know if there is a way to do this in PSP? Could you explain to me how to do it?
