Tiny question

Hi. This might be a very silly and/or stupid question, but it's Photoshop related. I use PS7 and I think there might be an error with my brushes. When I use them on icons, I have to set them to 2500 px, and they still aren't the size they ought to be. Way too small, that is. I'm relatively new to PS7, but this is my only problem. :(

I didn't see anyone mention this in the community's memories (probably because I'm an idiot and it's just something stupid). Help, anyone?
