First time poster and my first icon tutorial. I'm not a very good icon maker yet but I just thought this animation trick might help other icon makers.
It's snowing! For PSP and AS.

Before I jumped into making icons, I was making blinkies and other simple animated graphics and one time, I was looking for a tutorial on making simple animated snow for my graphic. I couldn't find any that didn't require plug-ins or anything until I found this site but it says the snow can't be animated. I tried it out anyway and discovered a really simple trick to make the snow animated.

Sorry I don't have any screen caps but this is so easy a caveman can do it
We'll be making this icon

1.First off, open your finished base or if you're currently making an icon do other layers first.Apply everything you want now, borders etc. After you've done that, add a new raster layer. Name it snow.Turn your foreground color white and flood fill.
2 Change the blend mode to dissolve. Slide the opacity down to 12. I sometimes go down to 6 but it depends on the image of your icon. If you want more snowflakes, increase the opacity to your liking.
3. Now merge all layers-flatten. Hit F12 and the save as window opens. Name this icon 1. Hit ok.
4.Don't close PSP yet.Go back and Undo merge all layers.Select the snow layer and use the mover tool. Move the snow layer down to the right until it reaches up to only Harry's head. Repeat step #3, naming it as 2.

5. Now go to Animation Shop. File-Animation Wizard and here are my settings:

Same size as first image frame- Go to Next
Centered in frame and with canvas color. Check the little box that says scale frames to fit.Go to Next.
Yes, repeat animation indefinitely.frame to be displayed in: 20
Note: If you higher or lower than 20, the falling snow will be too slow or too fast. For a safe bet, stick to 20.

6. Now click add image. Locate icons 1 and 2 and add them in proper order. If you make a mistake, you can always use the move up or down buttons to re-arrange them. Hit Finish.

Click view animation and when you're satisfied, save it, you're done!
