outlining text in PSP 8

When I go to outline a non-bitmap font in Paint Shop Pro 8, the outline is blurry and white in spots.

Here's what I'm doing:

I create a Raster Layer and fill it with the color I want my outline to be. Then I put the text on the image and go to Modify, Expand 1. Then I copy the text, paste it on the image, choose Select None and delete the Raster Layer.

Any ideas on what I am doing wrong?
