movie style icon...

I have a small file and i would like to make it into an icon. I have PS and Image ready. Do i need a different program, and also how would Someone make an icon out of a vido file.


ETA: should have mentioned that i had already looked in the memories. didnt help. to be more specific, Do i have to cap something to make it in an icon or can i just use the already moving image. If i can, how. nevermind, no one knows what i mean...
