Full Icon Tutorial!
How to make an icon like this, in Photoshop 7:

Now this is a very unusual technique, so dont worry if you seem a bit confused to start with, it will all become clear in the end...
First we need a base. I used a screencap of Daniel Jackson from Stargate SG1, and cropped it down to 100x100, like so:

Now, create a new layer by going to Layer>New>Layer... and clicking OK. On this new layer, add loads of different coloured lines, using a 1 pixel brush:

Now we're going to add some text. I used "Blau 7pt", at 24 pt, with no antialias, in bright lime green #30FF00:

Now, we're ready to do the real effect contained in this tutorial - making it GOOD!
Merge all the layers by going to Layer>Merge Visible...
Now, go to your menu, and select Filters>Artistic>Make It Good...

A window should pop up for you to make adjustments to the icon:

Now, I wanted the icon to be very smooth, so I put the Grain down to 0. I wanted it to be very bright with light effects, so I put Highlight Area to 17, and the intensity to 7.
Click OK, and there you have it! A beautiful icon for you to share in your favourite icon community!
