Brush Problem

This kind of has something to do with icons. Lately, when I've been downloading brushes in .abr file (I use Photoshop Elements 2.0 so .abr files SHOULD work) they don't work! I download them, stick them in my brushes folder and when I go on PhotoShop I select that brush file it says, "Could not load the brushes because the file is not compatible with this version of Photoshop." When I download some .jbr files and convert them to .abr they work! Usually i would just go at it the hard way and download the image pack but at some sites they don't provide image packs. Is there any ways to fix this?
