Jagged white border in PS

When I first learned how to do colorbars, I made a couple in PSP. In this link, I somehow pushed some button that put that white jagged border around the second colorbar listed.

Now that I use Photoshop CS, I'd like to find the same effect to use on my icons, but I've been stuck in trying to find it. I've done a quick look through the memories under Borders, but I'm not sure I'm even looking in the right place. Can anyone help?

(And as an extra bonus question, what does the (*E) mean next to some of the memories?)
