This was made in PSP9 but I'm pretty sure it can be made in PS with little changes.

So, we start out with our base. I'm using this base of Lindsay Lohan:

Next I added this gradient (it might have been made by
crumblingwalls, though I'm not entirely sure) and set it to screen at 100 opacity.

Then I added another gradient, this one I made myself, and set it to screen at 62 opacity.

So, then I added another gradient by
crumblingwalls and set it to soft light.
-> 
Alright, so now all that's left is the text and the border. First I wrote "drama queen" in white, arial, size 18, with kerning set to -150. Then I wrote "THAT GIRL WAS A ONE TIME" above it in white, arial bold, size 4, kerning at 0. Yes, I know, I forgot about the 'teenage' after 'time', shhh don't tell. Then merge them so they are on the same layer, if they are not already on the same layer and add a drop shadow, I just eyedropped a darker pink color from the icon for the darkshadow, here is what I set my drop shadow to:

And last but not least I added a 3 pixel white border. An easy way to do this is make a new layer, press ctrl+a (select all), fill it with white, then go to selections > modify > contract and a box will pop up, since there is only one possible thing to change I decided you don't need a picture to show you, just change the number inside the box next to "number of pixels" to 3. Press ok, then delete and unselect, with any luck your icon should now look like this:

And VOILA, all done, credit if you take the icon :] You don't have to credit me for my gradient, but I do request you credit
