File size issues

I am so so lost. The other day I tried to upload a new user picture and it wouldn't let me because it said the file exceeded 40kb. Okay, that makes sense, I know that. I was just really surprised the file was so big so I went in and tried saving it at lower qualities without any luck. It was originally a .png so I tried different levels of .jpgs, but none of them were small enough. I looked at the icons I'm already using and *they're too big* 'amy's eyes' is 96kb and 'narnia love' is 104kb. I saved 'amy's eyes' off LJ and it was 24kb, but the pic I uploaded *was* 96kb. It has to be a fluke, that's the only explanation I've got, but it makes. no. sense and now I'm left with a batch of icons I love that are all too big. Why?!? My old stuff is so much smaller, why are these, like, 3 times as big??

My question (basically): Why would these images be so much larger? (I've always used the .png format for icons) And how can I cut down the size? Like I said, saving them as .jpgs, even very low quality .jpgs still left me with 60kb files. I use PS7.

Edit: Now I'm completely lost. I was in PS7 trying out the suggestions so far and I found out that even my *old* icons are large now. I usually keep files only in .psd and now they're *huge* when I flatten them, no matter what format I use.

Edit #2: I still don't know what's wrong, but this post on 'Saving For Web' gave me an option that works perfectly.
