super newbie!!

ok so im a first timer at this icon making thing, i just downloaded the paint shop pro 9, and i opened it and im clueless, i dont even know where to begin i love icons na di really want to make them but i dunno what to do! AHHHH help me please or atleast send me to somewhere were someone is willing to teach me step-by-step, im really into the black and white pics and just random spots like eyes or what not are in color.. would love to know how to do that.. thanks in advanded!!
