Resizing in PS7

Hi all,

I use PS7 and I was wondering if there was a way to resize just one layer in a multi-layered file. Also (and these two questions are vaguely related), if anyone can point me to a site (or tutorial) where I could learn how to put someone's head on someone else's body, or more easily said, make manips =\?
