Icon help needed...

I use Adobe Photoshop CS and I'm wondering...how do you create this
kind of greyish, purplish, slight vertical smudges kind of effect in an
icon?
(See icons below)





(I seem to have lost the screenname of these icons' original creator.
If you are the creator/know who made these icons, please tell me so I
can credit you. >>;;)



Were brushes used? If so, does anyone know where I can get the brush(es) itself/themselves?
