VSCO-like unsaturated, dark blue tones
Hey everyone, I've fallen in love with the dark blue tones effect that can be achieved with VSCO Film plugin or VSCO Cam app, but unfortunately I can't get those products.

I think that I used to know how this tone (or similar) could be done (I think with a texture or maybe a dark layer), but I haven't used Photoshop (or PSP) in a while, so I don't really remember. This effect probably has its own name and maybe there are actions available for it, but I don't know what it's called.
Does anyone have any idea how to go about this?
