How to achieve this coloring?

Hi, does anybody know how to achieve this coloring? I saw it in Gangnam style MV and really like it. If anyone know how to achieve this either in Photoshop, Adobe After Effects or Sony vegas, please be so kind to share or lead me the way to the tutorial if there'd be any.
