blurry effect

Hi there. I'd love to know how to achieve two things in the following icons(all by erzsebet)

1) How to achieve the background of the icons. It seems like it can be made by photoshop using some blur tools.



2) How to achieve the blurring effect.
Managed to create a similar effect, thanks for all the help! :D
