Shining Effect

I know this was already been asked but no one answered to the person who asked this. Can someone teach me how to make a shining effect exactly like this? I've already tried some tuts for this but I cant really get the exact result. I've been dying to know this. I hope some good samaritan can teach me. Thanks.

I'm using PS CS5 btw.
