At the risk of sounding like a total noob...

...how do you make icons like this:

(the smooth, laminated look), and (the soft glow in the middle).

Credits in my userpics. :) I'm not too sure what to tag this, so if anyone can help me with that too, that'd be awesome. ^^;;

I use GIMP and Paint.net, but mostly GIMP.
