Help making a "confession" graphic.

Ok, so the last post I made broke a few of the rules and I am really sorry for that, and I hope I haven't done that this time. I did try looking in the memories and FAQs for this but I really wasn't sure what to look for.

There is a blog on Tumblr which posts "Harry Potter Confessions", which are typically a graphic of a character with a white strip placed over the eyes and the confession written in that space. I'd really like to know how to do them and make them look as good as some that I've seen. I tried just putting a shape over the eyes but it looked kinda crappy.
