1. Make your base. I made mine with an image of Andy Biersack from the Black Veil Brides Kerrang! photoshoot. This tutorial works for most colored images, but especially brightens reds such as red lipstick.



2. After you have your base, duplicate it and set to Screen 100% to lighten it. (this depends on your image. some images I lowered it to between 70-80.)



3. Now, we want to add some contrast and eliminate some of the brightness because that just looks tacky. So duplicate the base layer, drag to the top, and set to Soft light 46%. Again, this depends on your image. But you don't want it too dark, you still want some of the lightness shining through, so make sure it is at least lower than 60%.



4. Now I wanted to make the reds in Andy's lips pop, add some more color to his skin, and add some colors to his black hair (and those delicious new blonde streaks :p). Plus, darken and contrast it. So add a Selective Color layer with these settings:

Reds: C: -25, M: +21, Y: +17, B: +1
Yellows:C: +9, M: -12, Y: +25, B: -32
Cyans: C: +18, M: -8, Y: -11, B: +19
Whites: C: +10, M: -15, Y: 0, B: 0
Neutrals: C: +4, M: +5, Y: +6, B: -3
Blacks: C: +9, M: +9, Y: +2, B: +9



Now the colors pop, and the blacks look more contrasted.

5. I still wasn't satisfied with the coloring of his hair, so add a Color Balance layer.

Midtones: -31, -17, +16
Shadows: +10, +2, -15



Now the colors REALLY stand out.

6. Next I wanted to add more skin, but also make it more matte to help end step look amazing.  So add a <b>new fill layer<b>with #f3c7b4 set to Screen 10%. (DO NOT change the opacity no matter what your image or it will look bad).



7. Now a trick I like on most of my icons. Add another New fill layer with #404040 set to Lighten 58%. As you can see this grays up the black (and makes it kind of ugly, but don't worry, we'll fix it).



8. Now it's entirely too bright. To remedy this, duplicate your base, drag to the top, and set to Luminosity 100%. Now the colors still pop, but there's a nice contrast and tone to his skin.

9. Now press Shift+Ctrl+Alt+E. Go to Filters>Sharpen>Sharpen. Set the opacity to anywhere lower than 70% so it doesn't look grossly sharpened. For this I set it to 20%.

Vioala!



Tip: for upclose views of faces, use the sharpen tool at a 1px fuzzy brush to sharpen eyes and lips, and the blur tool on the skin.
