Trying to figure this icon out

So I'm trying to figure out how to make icons similiar to this. I can tell there is a pattern applied over the image and I'm sure they placed a color over it but what color and what mode would they blend with? Are they any other effects you think that may have been done to get this worn/grunge appearance?
