Similar to Spot Lighting, but not quite:
I'm looking for this effect::
Once more, similar to spot lighting, but not. I have continued tweaking with the 'Lighting Effect' filter including the 'Flashlight' and 'Omni Light', however, all I get is this:
The flashlight effect leaves a very noticeable circle around the image when I would like to try to have much more softer effect as the above pictures. It's very similar, but this current effect is repetitive and I cannot figure out what it is. I would also ask the creator of the aforementioned icons, but I was the creator and I cannot for the life of me remember how to do it other than these steps:
Step 1: New layer.
Step 2: Fill with 'White'
Step 3: Filter->?

It didn't require many steps and so I would appreciate anyone who could possibly lead me toward a tutorial or information similar to what I'm asking. I've scoured the archives, I still am actually, in hopes of finding a similarity, but to no avail.
I'm also using Photoshop CS4.
