Editing gifs in Photoshop Elements

Hi! I'm using Photoshop Elements 6.0, and I'm a beginner at making animated icons, like this one for example:

So, I'm wondering how could I edit the coloring of all the screencaps, since there is no new layers visible in all frames option like in Photoshop CS 3. Does anyone have any idea? Thanks in advance! ^^
