Animation help

Okay i know this has been asked like a million times and i am really sorry in fact i will post another tutorial just now to make up for it..

I am Using PhotoShopSC3 and i want to make a high quality animated icon but it is always too large...

this was my original animated icon

and when i lower the colouring to make it 40kb and under it turns out like this 

 

my question is is there another way to make it size appropriate without lowering the colouring. i know about using less pictures but i only used 12 slides which isnt a lot usually
