Split icons??????

I know this sounds daft but I'm having problems making spilt imgae icons like this

when I come to re-size the cropped image it's locked and only resizes to 100*100 or 75*75 not 100 *50 which is needed for this affect, does anybody have a clue how to do this

I use photoshop elements 4
