Help with this look?

Alright icon_tutorial, I've looked everywhere for answers on how to do this sort of banner/effect but I've come up short. I've even asked the maker and she never answered. :[ I know there has to be some sort of brush or texture but I'm just at a loss of what kind! Anyone have any ideas/tutorials that can help me?
