Tutorial #03 for PSP9
How to make this icon in PSP9. I'm pretty sure it can be translated to PS too.

First of all, those two icons were created with the settings, gradients, layers, etc. If you have a base that's light and pastel colored, it's going to turn out like the Buffy icon. If you have a base that's practically not light or pastel colored, it's going to turn out like the Dawn icon.
I've been playing with gradients for the past week and I don't blame you if you find this confusing.
First, get your base. Try to make the picture light and contrast-y by BRIGHTNESS AND CONRAST, AUTO PHOTO FIX, FILL FLASH, or whatever, but only do ONE of those things, because we don't want the picture too bright.
Duplicate your base and set that layer to SCREEN. (See what I mean? Since there's going to be a screen layer, we don't want the original base to be too bright.)
Then create a new EXCLUSION layer. Fill it in with a dark blue color. If you want to be specific, I used #2F3B63.
Then duplicate your base again, set it to SOFT LIGHT, and put it above the previous layers.
Above all the layers, create a new BURN layer and fill it in with a light, almost icy-looking, blue. (I chose #A6F3FA)
Create a new MULTIPLY layer, the settings to 50%, and fill it in with a tanish brown. (I chose #C39757)
(Now here's the part where I just put the picture of the gradient and put the settings beneath it. Each gradient is a new layer.)

Settings: NORMAL, 60%
Duplicate the base again, set it to SOFT LIGHT, 95%, and put it above all the previous layers.

Settings: SATURATION(LEGACY), 60%

Settings: LUMINANCE(LEGACY), 100%

With the eyedropper tool, choose a color from your current icon and use this brush with that color. (The pink is from the Dawn icon.)
Settings: LUMINANCE(LEGACY), 100%

Settings: LUMINANCE(LEGACY), 50%
*NOTE* The pink is not supposed to be there. Since the gradient/texture is white, I just chose the pink to accent the features of the gradient/texture.*NOTE*
(To create that effect. Choose the FADING WHITE gradient from your presets. There should be another column next to the gradients. It says TEXTURE. Check the box marked TEXTURE and choose the CANVAS SIMPLE. Don't change the default settings.)
Now for the BORDER. It isn't a brush. Go to IMAGE>PICTURE FRAME and choose a picture frame. I chose EDGE DESIGN 01, the color white, and click OK.
YEEAHHHH! You're finished! Here's the outcome.
