Quick Question

I have a video in WMP that I want to use on an icon, but
a) its too big and I dont know how to resize movies
b) i dont know where to host it
and
c) i dont know how to make an icon with a video!

If anyone could help me or direct me in the way of a tutorial about this, that would be great.
