This tutorial is made for PS7, but I imagine it's quite easy to translate into other programs.
Okay! :D

First, get'cher base ready. :D This is mine, and it features the lovely Ayaka Noemi. :D

Duplicate your base and desaturate it. (Image>>Adjust>>Desaturate for PS7). Then set the blending mode to screen at 100%. Yes, it's pale. It'll get better, I promise.

Duplicate the screen layer and lower the opacity to 76%. (This layer should still be set to screen.) Yes, it's pale and ugly. BUT WE FIX IT. :D

Duplicate the second screen layer, and change the blending mode to overlay at 100%. Huzzah! Not so pale anymore. :D

Nowww to get those awesomely awesome colors. I used a texture from 1greeneye.net and set it at screen at 100%.

Pretty colors. But alas! I'ts pale and ugly again. Let's fix that. :D

Make a new layer and set it to overlay at 100%. I filled in this really boring black and white gradient.

But look what that boring gradient does! IT FIXES THE PALE AND UGLY. :D

I'm a loser and duplicated the overlay gradient layer and changed it to soft light. So there's a weeee bit more emphasis on Ayaka's face. :3

Then I added some white text that you can't even see, but yadda yadda yadda. ^___^;;;;
