PSP7 "Sparkles"

I've been trying for the longest time to find these two 'star' brushes:

and

Particularly the first one (not necessarily double like that). Can anyone tell me where I can find that brush or if it's possible, how I can turn the pics of them in to brushes?

Also, if the brush is the same in both pics, could someone please explain to me how the 2 different effects of the stars might be attained?
