I need to find the starry brush used in this icon: (icon found at this community I believe haha)

I have searched everywhere, and want to pull my hair out. Please help me. Pulling my hair out will hurt :(

Someone told me it was in the brushes section of PSP under custom brushes. Yeah I am soo lost. I don't even think I HAVE that. *confused!!!*
