My first tutorial ever
I made a short tutorial for this icon:

It is really simple + short.
Step one: I made a base with two pictures of Natalie Portman as Padme Amidala (in Star Wars).

Step two: Duplicate the base (make sure it's set to background layer) and set it to Screen, 100%. If you'd like to, you can also sharpen the icon (Filter > Sharpen > Sharpen) now. The icon now looks like this:

Step three: Copy + paste the image into a new window and set it to grayscale (either create a new layer, fill it with #000000 and set layer style to 'Color' or just go to Image > Mode > Grayscale).

Step four: Copy + paste the grayscale image onto the original image as a new layer and set it to Color Burn, 100%. The image now looks like this:

Step five: I added a gradient made by
crumblingwalls and set it to Color Burn, 100%

So the icon now looks like this

Step six: I also added a border by
crumblingwalls

I made some purple areas black, and here we have the final result:

From here you can add more gradients or textures or brushes, or just leave the icon as it is.
